Sullivan County Public Health Services operates a Child Passenger Safety Program funded by the National Highway Traffic Safety Administration with a grant from the NYS Governor’s Traffic Safety Committee (GTSC). These grants are awarded to improve highway safety and reduce deaths and serious injuries due to crashes.
New York State's first child passenger restraint law went into effect. In 1985, New York State's mandatory seat belt law was enacted. The seat belt law includes mandatory use of a federally-approved child safety seat for children less than four years of age.
New York State's Occupant Restraint Law
The driver and all front-seat passengers must wear seat belts, one person per belt.
Infants and children up to 1 year Infants: Birth to 20 lbs. AND 1 year old
Use rear-facing infant seat or rear-facing convertible seat 1 yr or more;
depending on the weight of the child.
Never place a rear-facing infant in the front seat with an airbag.
Toddlers: Over 20 lbs. AND over one year
Over 20 LBS only: Use forward-facing car seat.
Never place car seat in front of an airbag or in the front seat.
Young Children: Over 40 lbs.; up to 8 years,
(Unless over 4 ft 9 inches tall)
Use a booster seat with both lap and shoulder seatbelts.
Follow booster seat and manufacturer’s instructions on correct use.
Older children: over 8 years or more than 4 ft. 9 inches tall
Use both lap and shoulder seat belts.
Children under 13 yrs. are recommended to sit in the back seat using a seat belt;
preferably in a shoulder harness for optimum safety precautions.
Back seat passengers up to age 16 must be properly restrained, either in the appropriate child restraint system or by the seat belt if over age 6.
Make sure the child safety seat you use is the proper type for your child. Base your selection on your child's weight and height and on compatibility with your vehicle. Weight and height guidelines can be found on the child safety seat and in the seat's instruction manual. Some child safety seats will not work well with some vehicle seats or with certain seat belts. You may call Sullivan County Public Services to consult with a technician regarding your seat and the proper installation in your vehicle.
