Fire Debris Reporting Requirements for Refuse Generators Pursuant to Section 2, 3. 4 of the Sullivan County Solid Waste Management Rules, commercial building debris and ash resulting from a fire must meet the following criteria before acceptance for disposal: Receipt of a letter from a licensed professional engineer stating that based on his/her review of building inventory and construction materials, the debris and ash are non-hazardous. If the non-hazardous determination cannot be made as stated above, a TCLP test must be performed for the specific constituent(s) in question. If the test results do not exceed regulatory levels, the debris and ash can be accepted for disposal.
For residential buildings: Residential building debris and ash resulting from a fire does not require testing. A signed letter from the Town Building Inspector, stating that the burned structure is a residential dwelling, is required by the Commissioner of Public Works/Solid Waste or his designee.
